O'Gorman and Stursberg file plans for the East 140th Street row that includes No. 428

After a new transit line opened just west of Willis Avenue, the veteran speculative builders William O'Gorman and Hermann Stursberg applied to the city in 1887 and 1888 to build parallel rows of single-family houses on East 140th and East 139th streets. At the time much of the land east of the block was still undeveloped, with many blocks neither paved nor divided into lots. The 140th Street row, including No. 428, was finished in 1889.

No. 428 is converted from a single-family house into a two-family dwelling
Department of Buildings records show that No. 428, built in 1889 as one of William O'Gorman's single-family rental houses, was converted into a two-family dwelling in 1953. Other houses on the row changed earlier: No. 406 at the west end became a two-family house in 1921 and was a multiple dwelling by 1940.
