Starkweather & Gibbs designed the seven-story neo-Grec building, built in 1881-83 for Orlando B. Potter as a hotel and boarding house with stores on the ground floor. Potter, a Massachusetts lawyer who came to New York in 1853, leased the land from Sailors' Snug Harbor, which owned much property in the area. He also owned the Potter Building on Park Row and founded the New York Architectural Terra Cotta Company in 1886.

    February 10

A subcellar fire smokes out the clothing firms in Potter's Astor Place building

The upper floors went mostly to clothing firms, including Fechheimer, Goodkind & Co., which opened a New York branch here in 1884, and the shirtmaker Hutchinson, Pierce & Co. Around midnight on February 10, 1886, boxes near the furnace in the subcellar caught fire. The building itself took about $8,000 in damage, but smoke ruined goods upstairs, and Fechheimer, Goodkind put its losses at up to $50,000. The ground-floor clothier Underhill, Slote & Cornell held a fire sale at up to 40 percent off.

Garment union members picket the German consulate, shouting "Send Hitler to the Cleaners"

By the 1930s the old lofts held offices and labor unions. One tenant was Local 239 of the Amalgamated Clothing Workers, the Cleaners and Dyers Union, which made its headquarters here. On November 21, 1938, ninety of its members picketed the German consulate at 17 Battery Place, protesting Germany's persecution of minorities. After an hour, general manager Alex Hoffman handed the consulate's secretary a statement, which he accepted without comment.
